WebFusion city is huge and is loose file format. I had the same issue, with this mod installed it took ~30-45 seconds for game to launch. Ask the mod author, Thuggysmurf. He's a pretty good dude and may be able to help if you ask nicely. Just make sure you've scoured the description and faq for the info you need first. Two get the two digits you need, just open the console and click on something unique to the mod, like one of the Brondo stimpaks or even the NPC you're trying to talk to.
